This seems to be a technique that I've seen a few times on TV where they play a clip over the top of the same clip but the "background clip" is blurred or maybe darkened in some fashion.
Clear as mud? Here's a picture of what I'm trying to do;
It was good to find that WPF/E made this pretty easy from the start and there's a quick example here: http://mtaulty.com/wpfe/ex7.html. It's actually the same video playing twice so I guess there's a definite possibility of them getting out of sync.
